The 2016 Louisiana Flood caused widespread destruction across several parishes, resulting in one of the worst flood disasters in U.S. history. The flood damaged more than 140,000 homes and displaced thousands of residents, prompting the need for immediate housing solutions to help affected families return home while permanent repairs were underway.

In response, the Louisiana Shelter at Home Program was launched through FEMA’s STEP (Sheltering and Temporary Essential Power) Program to provide temporary, essential repairs that allowed residents to safely shelter in their homes during the recovery process. The program aimed to reduce the need for temporary housing by enabling residents to remain in their communities while longer-term repairs were completed.

H2Bravo played a critical role in the implementation of the Shelter at Home Program. The team mobilized more than 250 personnel within two days of project initiation to establish call center operations, managing applicant intake, conducting damage assessments, and overseeing temporary repair efforts. H2Bravo’s construction management team coordinated with contractors to ensure that temporary repairs were completed efficiently and in compliance with FEMA guidelines.

A key component of the program was the rapid deployment of field teams to complete essential repairs on more than 10,600 homes within 90 days. The repairs included making homes safe and habitable by addressing issues such as power restoration, plumbing, and basic structural repairs.

The success of the Shelter at Home Program was due to H2Bravo’s ability to rapidly scale operations and manage complex logistics under tight deadlines. The program provided a critical lifeline for thousands of families, allowing them to remain in their homes and communities during the recovery process. H2Bravo’s leadership in program design, field operations, and contractor management ensured that the program achieved its objectives within the established timeframe and budget.
