Following the completion of the Build It Back Program, H2Bravo was engaged to provide closeout services for the single-family reconstruction, repair, and reimbursement components. The closeout process involved conducting file reviews, identifying missing documentation, and ensuring compliance with HUD regulations to successfully close each case file.

H2Bravo designed and built the database used by NYC’s Housing Recovery Office to manage the closeout process. The team performed risk assessments to identify applications requiring additional review and established protocols for reviewing each application to ensure compliance. H2Bravo also deployed staff to perform closeout reviews, resolving outstanding documentation issues and flagging compliance concerns as needed.

One of the key challenges was performing the required financial reviews and ensuring that all construction work was properly documented. H2Bravo worked closely with city staff to manage these issues, creating closeout narratives for complex cases and tying tens of thousands of individual expenditures on thousands of projects to HUD draws and contractor payments.

The Build It Back Closeout effort was a critical component of New York City’s recovery from Superstorm Sandy, ensuring compliance with federal funding requirements and providing a clear audit trail for all program activities.
